Dangerous Goods Safety Adviser (DGSA) 
The requirements of ADR 2019 are that: “each undertaking the activities of which include the consigning or the carriage of dangerous goods by road, or the related packing, loading, filling or unloading shall appoint one or more safety advisors for the carriage of dangerous goods, responsible for helping the prevent the risks inherent in such activities with regard to persons, property and the environment.” 

This means that organisations that deal with the transport of dangerous goods, whether they are consignors, hauliers or even consignees must engage the services of a qualified Dangerous Goods Safety Adviser (DGSA). This may be by employing a suitably qualified person or persons but can also be by the potentially more cost-effective means of using an external DGSA on a consultancy basis. 

The roles and responsibilities of these safety advisers include:

• Advising companies and individuals on the regulations of ADR as it applies to them

• Identifying those goods that will come under the requirements of ADR

• Ensuring that all employees are trained appropriately to their activities

• Providing companies and individuals with appropriate procedures and instructions

• Providing and monitoring emergency action procedures and security plans

• Ensuring appropriate documentation is held and carried for employees, goods and vehicles

• Investigating and reporting on accidents and incidents that result in injuries or spillages of dangerous goods

• Preparing annual compliance audits for the company and make recommendations for improvements as required
